U.S. Envoy Yamamoto Continues Personal Diplomacy in Ethiopia

Ambassador's visit follows positive Tripartite meeting in Kigali, Rwanda

Addis Ababa, Ethiopia -- During a May 27-29 visit, Deputy Assistant Secretary of State for African Affairs Donald Yamamoto continued his quiet but effective brand of diplomacy by helping Ethiopians resolve domestic political differences following the nation’s orderly but disputed May 2005 elections.
Yamamoto also offered advice on the border conflict between Ethiopia and neighboring Eritrea.
The former ambassador to Djibouti is following the proactive diplomatic approach to Africa set by Deputy Secretary of State Robert Zoellick and Assistant Secretary of African Affairs Jendayi Frazer, who also have made several trips to troubled regions on the continent.
Yamamoto’s visit to Addis Ababa follows his attendance at a meeting on the Tripartite Plus peace process in Kigali where he helped facilitate an agreement between the four nations of Rwanda, Burundi, the Democratic Republic of Congo (DRC) and Uganda to better share information on rebels in the region and on a list of individuals and groups marked for sanctions. The week before the diplomat arrived in Addis Ababa, one of Ethiopia’s leading opposition movements -- the Coalition for Unity and Democracy Party (CUDP) -- made an announcement repudiating the extreme measures called for by some who oppose the ruling party, measures that might have included a series of deadly explosions that ripped through the capital recently.
In its May 25 statement, CUDP said it "condemns the criminals engaged in the recent explosions … [and] is deeply saddened by the loss of life and destruction of property.
CUDP said it is committed to ending the mistaken belief that ‘Who ever ascends to power by force could only be toppled by force. CUDP firmly believes that the rivalry among citizens and killing of each other must stop."
The party, formerly known as CUD, said it "realizes that any activity which is contrary to a peaceful struggle would endanger the sovereignty of the country as well as security of citizens."
Yamamoto addressed the issue of political extremism in both Ethiopia and among the Ethiopian Diaspora in America when he told the House Africa Subcommittee in March, "Some interested groups, both within and beyond Ethiopian borders, seek to undermine what is best for the nation of Ethiopia, in favor of what they perceive to be the best for themselves. "The challenge for the United States," Yamamoto told the lawmakers, is "to share with our Ethiopian partners -- the government, opposition, civil society and the broader public -- the lessons of America’s own democratic experiment and impede the subversive effects of those who put their own objectives above those of the Ethiopian people."
When such a group of Ethiopians in America called the Alliance for Freedom and Democracy (AFD) recently formed claiming CUDP as a member, the party said, "We wish to make it clear a few individuals in the Diaspora masquerading as CUPD illegally may have been engaged in this [extremist] activity.
However, "The legally registered CUDP isn’t a member of the new alliance and doesn’t have any intention of joining this group in the future."
The push for political reconciliation rather than violent confrontation has been an ongoing theme of Yamamoto’s visits to Ethiopia.
In his recent testimony to Congress, the official said, "On numerous occasions the Assistant Secretary [Frazer] has sent me to Addis Ababa to work with the Ethiopian Government and opposition groups in support of U.S. Embassy efforts to encourage a reconciliation of differences between the opposition and the ruling parties and to discuss ways to improve the political process with the Ethiopian Government."
Instead of confrontation, Yamamoto said, the United States "encouraged the opposition parties to take their seats in the Ethiopian Parliament and use their positions as parliamentarians to press to continued political reform and a greater voice for the opposition."
According to their May 25 press release, CUDP agreed, declaring, "One can [only] resolve differences through dialogue and discussion." It stressed that it "strongly opposes a culture of armed struggle to change a government" and affirmed that "CUDP respects the constitution and laws of the country … [and] will only pursue its objectives peacefully in line with the constitution and the rule of law."
Vicki Huddleston, the charge d’affaires at the U.S. Embassy in Addis Ababa, told the Washington File that relations between the Ethiopian government are "much improved" compared to the aftermath of the May 2005 elections and demonstrations that resulted in violence.
She said she was especially heartened recently when all the major opposition parties came out with a joint statement "endorsing a commitment to constitutional and democratic processes."
Referring to the CUDP’s press release, the former U.S. ambassador to Mali and Madagascar said she also was pleased that "the newly reformed CUD party made its debut marking out position seeking to build democracy and development by working through the legislative system and eschewing violence."

Three blasts wound 42 in Ethiopian town

ADDIS ABABA (Reuters) - Three blasts in the Ethiopian town of Jijiga at the weekend have injured 42 people, the state-run Ethiopian News Agency said on Monday.
The explosions, on Saturday night, appeared to have been set off in a coordinated attack in the capital of Ethiopia's Somali region, located about 485 km (300 miles) west of Addis Ababa close to the Somali border, officials said.
"Three explosions occurred at Central Hotel, London cafe and Family cafe in Jijiga town simultaneously around 8 p.m. Saturday," Abdulahi Hassan, the administrator of the Somali region.
Of the 42 injured, 23 were wounded seriously, he said. He called the blasts "futile attempts to disrupt the ongoing development programmes in the region,".
Blasts have been relatively infrequent in Ethiopia, but the capital Addis Ababa this year has been hit by a string of mysterious explosions. At least eight tore through the city earlier this month, killing four and injuring at least 43.
The Horn of Africa country has seen rising instances of civil unrest since demonstrators protesting election results clashed with security forces twice last year, leaving at least 80 dead.
Ethiopia, sub-Saharan Africa's second most populous country, also has several armed rebel movements which have been blamed for attacks in the past.

Oromo: Ethiopia Transfers 17 Oromo Prisoners at Karchalle Prison

Seventeen prisoners of conscience - including teen-age students - have been brought to the Kerchalle Prison in Addis Ababa from various parts of Oromia region, and they are being held without visits by their family members nor by known human rights groups, the Oromo Liberation Front (OLF) reported on Thursday.
The following is the full text:

Seventeen prisoners were brought to Kerchelle Prison from different parts of Oromia in connection with the nationwide Oromo public uprising that have been going against the dictatorial regime since November 2005. It was also known that some of the prisoners were brought to Karchallee Prison from Wallagaa, Amboo and some other parts of Oromia.
It was reported that neither the Red Cross nor their family members were allowed to visit them. The prisoners did not commit any crime and no charges have been brought forward against them. They are being tortured and abused because the security agents suspect them of participating in Oromo public uprising without any evidence. It is a known fact that government security agents torture prisoners in order to force confession of guilt.
Family members and relatives of the innocent prisoners of conscience appeal to all human rights groups, including Amnesty International, Human Rights Watch, and diplomatic missions to exert a pressure on the government to be allowed to visit them and facilitate the release of the victims. An appeal is also made to the organizations to force the government to stop the inhuman and barbaric acts against innocent citizens in the country in general and the Oromo people in particular.
The following prisoners of conscience are among those imprisoned:
1. Tsaayinash Alamuu Yoseef - 16-year-old student from Gimbii Comp Secondary School (physical injury to uterus - unable to conceive)
2. Galaanee Qixxeessaa Yaadataa - 16-year-old student from Gimbii paralysed after shot in the leg
3. Roomaan Addaamuu Baayisaa - 14-year-old student murdered in her home in Gimbii
4. Daawwiti Mokonnin Qinaaxxii - 18-year-old student from Gimbii tortured, now in hiding
5. Yahannis Mokonnin Qinaaxxii - 16-year-old student from Gimbii now in jail and condemned to endless court appearances
6. Zalaalem Mulaatuu Nagarii - 17-year-old student from Gimbii tortured and now lives in hiding
7. Gammachis Yoseef Ayyaanaa - 14-year-old student from Gimbii now lives in hiding after jailed for two months in Karchalle
NOTE - On the same day when Roomaan Addaamuu Baayisaa was murdered in her family’s residence, her 65 years old aunt was attacked by government security forces, causing severe damage (breakage) on her leg.

We define alliances as a credible group of individuals brought together to accomplish a specific goal or purpose which will benefit all members of the group in some way. Many alliances are surrounded by some controversy in the beginning simply because they consolidate two agents of change, power and interest. People are wary of combinations that mix power and interest because there is a potential to exclude others. Thus, it is vitally important to investigate the motivations for an alliance before agreeing to lead or become a part of one. After you are satisfied with the goal and organization of an alliance, and you are willing and able to assume the risk implicit in such a combination, then it is time to act.
When we refer to alliances in this guidebook, we are referring to an association or partnership created to promote mutual conservation goals.
"Alliance building" is the process of selecting the most effective members for the team and bringing these members together. Alliance members may consist of individuals, organizations, businesses, or other groups.

    World Bank is plundering Ethiopia

    We, the Ethiopians, want the World Bank to know that the Ethiopians are neither responsible nor beneficiaries of the $447 million Loan. We are not responsible for any repayment that The World Bank/US/UK will be requesting in the future because World Bank knowingly lend the money to a regime that lost an election to opposition parties.
    Governments who accepted World Bank loans have never been democratically elected by the peoples of the countries. We would like World Bank to know that World Bank will never be unjustly holding the people of Ethiopia responsible for the loans that it lent to the tyranny Regime, TPLF. The approach was completely inconsistent with the promotion of respect for human rights. As we know, TPLF is a murderer organization which is stationed in Ethiopia.
    It is absurd for the people of Ethiopia to be held responsible for the loan that is completely out of the people's control. The US/UK-backed regime of TPLF borrowed the money from the World Bank. It is a fact that the future debt is actually held by the dictators, Meles Zenawi and his associates but not the people of Ethiopia. It is called Aid-to-TPLF!!!
    The dictators, Meles Zenawi and his cronies are given the loan and the World Bank, in the future, have no right to ask for repayment of this loan from the future Ethiopians and democratically elected leaders who do respect the human rights and the freedom of Ethiopians, and Meles copious wealth, which can easily be found in UK and other Banks through out the world, will be enough to repay the future debt.
    Meles borrowed the money from World Bank, and will use it to fatten his and his associates pockets, and deposit the rest away in his western countries bank account, and World Bank can not ask Ethiopians to pay back the loan. Period!!!

    UEDF / EPRP = F "failure"

    First, it may be appropriate to see the true history of the UEDF alliance parties, and to have some leads as to why it is of such great importance to all Ethiopians to know the true identity of UEDF and its leaders. As far as UEDF leaders are concerned, Political power is the focal point of their struggle in Ethiopia because they have been bound to the power struggle through out their history .
    UEDF Press release or the leaders/members comment on The Alliance for Freedom and Democracy (AFD) spurred outrage and controversy for the last three days and it is a very well known fact who the real bots are to block the struggle for freedom of the people of Ethiopia.
    Who is Aregawi Berhe?

    He was one of the leaders of the TPLF from Adwa as are Meles Zenawi and Sebhat Nega. His slogans('down with Amhara domination' and 'Tigrayan self-determination') were raised at different parts of Tigray when he was a leader of TPLF. Aregawi Berhe was elected chairman of TPLF, the first central committee consisted of seven members from 'SAA'(Shire, Axum, Adwa) group, and head of the powerful Military Committee in 1979. He was a typical nationalist leader of TPLF which has been executing of protesters of TPLF/SAA over the end of 1970's as his former friends and colleagues, Meles and co., currently are murdering innocent Ethiopians.*

    Why did he leave TPLF? The answer is "power".

    Aregawi and co. and their former colleagues(Meles, Abay, Sebhat, and
    seye/currently a prisoner) accuse of each other that it was a power struggle
    that Aregawi left TPLF after refusing to accept a transfer from the position of
    Military Commander to a position he considered to be a lesser important, a
    contention which Aregawi denies.*
    The EPRP leaders of UEDF start protesting The Alliance for Freedom and Democracy (AFD) on different issues such as the English language is being used on the meeting by the Coalition for Unity and Democracy Party (CUDP), the Ethiopian People's Patriotic Front (EPPF), the Ogaden National Liberation Front (ONLF), the Oromo Liberation Front (OLF), the Sidama Liberation Front (SLF); and the UEDF, which is dominated by EPRP members and usually its "out of touch" arguments, is opposing the very perspective of the meeting which they attended fully. The meeting was for Alliance to accomplish a specific goal or purpose which will benefit freedom to all Ethiopians from different groups in different ways.
    UEDF has very different political understanding and purpose and it needs to stop its "old values" and "power struggle" on the suffering of innocent Ethiopians. UEDF acknowledges that it had had a dialogue with OLF on the preparation to creat an alliance prior to the invitation of the meeting in Holland, but now the leaders and members of UEDF/EPRP are spreading their usual anti_alliance propaganda on OLF and other groups as advocates of secession and anti_Ethiopia groups even though they admit that UEDF came with the initiation of being an alliance with OLF and others.
    UEDF/EPRP accuses of EPLF being involved on the creation of AFD , as a matter of fact, in 1970's, EPRP was the first group that acknowledged the separation of Eritrea from Ethiopia and had been getting military supports from EPLF. Since then, it is a different story. UEDF/EPRP are playing their political gamble to take the attention of Ethiopians away from the struggle of freedom. It is a very easy political gamble to understand about the former EPRP cadres. One of the Meles buddies, Bereket Simon, will be considered as an example for failure of EPRP.
    That is why we should give UEDF/EPRP = F.

    Critical Web sites inaccessible in Ethiopia

    New York, May 24, 2006—The Committee to Protect Journalists is concerned by reports that Web sites critical of the government have been inaccessible in Ethiopia since late last week. Several blogs have reported that the authorities are blocking sites, although the information minister denied this.An Ethiopian blogger who goes by the alias Ethio-Zagol reported on May 18 that all blogs hosted by the popular platform blogspot.com were inaccessible. These included Ethio-Zagol’s own Web site, www.seminawork.blogspot.com, which runs frequent commentary and criticism of the ruling EPRDF coalition. CPJ sources confirmed that they could not access several prominent sites.
    Andrew Heavens, a freelance journalist based in Addis Ababa who runs the Web site Meskel Square (http://www.meskelsquare.com/), told CPJ today that he was unable to access several popular Web sites known for their critical content. These included ethiopundit.blogspot.com and ethiopianpolitics.blogspot.com; the Web site of the rebel Oromo Liberation Front; and several antigovernment sites run by the Ethiopian diaspora.
    Information Minister Berhan Hailu told CPJ Monday that no Web sites were blocked within Ethiopia. Another Ethiopian government official, who asked not to be named, referred queries to the Ethiopian Telecommunications Corporation (ETC), which controls Internet service within the country. Calls to the ETC today went unanswered.
    A vast crackdown on the media, which began in November 2005, and the resulting widespread self-censorship have spurred many Ethiopian journalists and activists to turn to the Internet. Since the crackdown began, Ethiopian authorities have banned at least eight private publications, while others have been barred from publishing by government-controlled printers. Fourteen journalists are in jail facing trial for antistate crimes, and at least three more are imprisoned under Ethiopia’s repressive press law, according to CPJ research.
    “We are deeply troubled by reports that Ethiopian authorities may be censoring the Internet, one of the few remaining avenues for free expression in the country,” said Ann Cooper, executive director of CPJ. “The people of Ethiopia have a right to access news and information on the Internet including critical Web sites.”

    Ethiopian Government vs. Blogspot.com: Why Freedom Loses

    There is an unwritten rule in an autocratic society that the news and other information disseminated must be sanitized to paint the government in a positive light. Furthermore other sources of information have to either be reduced to being a non-factor or being banned all together.
    Since the 17th of May websites that have been critical of the Ethiopian Government have not been accessible to their readers in Ethiopia. This includes the sites that are hosted on blogspot.com. Despite the fact that there has been no official word from the authorities in Addis Ababa it is widely accepted that this is an effort at censorship and not a technical glitch.
    There have been some major internal problems in Ethiopia in Recent months. A highly controversial election has had two major results. First there were violent street protests that left dozens of people killed and the other and potentially the most damning is the treason trial of members of the Opposition that sit in Parliament that refused to take their duly elected seats after the results of the election.
    The Group, Reporters Without Borders, recently sent a letter to the Ethiopian Minister of Information seeking clarification into this Matter. It stated in the letter that “Preventing debate and controlling news and information circulating online will only aggravate an already very tense political climate.”
    The letter also made the statement that blocking access to the server has the effect of censoring all of the publications hosted on the site. Most of these sites do not deal with either Politics or Ethiopia in that matter. But the Government feels that it needs to take this action to control the flow of information.
    This is not the only country in Africa where there are concerted efforts to limit the flow of information. There are serious efforts to limit the flow of information on the web notably this occurs in Zimbabwe and the DRC. But the efforts in Zimbabwe may be the proper comparison into the effort to limit the free flow of Information. Once again Freedom has taken a shot. But will its defenders rise to the task of defending it?

    Ethiopia suspected of blocking opposition blogs

    ADDIS ABABA (AFP) - At least 10 opposition blogs have been inaccessible to Ethiopian internet users since last week, prompting suspicions the government has blocked them, a global press freedom watchdog said.
    Paris-based Reporters Without Borders (RSF) said the domestic Ethiopian viewing of the sites, all of which contain posts highly critical of Addis Ababa, had been impossible since Friday and asked for an explanation.
    In an open letter to information minister Berhan Hailu, it said technical faults were unlikely to be the cause and warned that shutting down avenues of free expression would likely raise already heightened political tensions.
    "We would like to know if your government has deliberately blocked access to online publications ... thus taking the course of filtering the Internet," it said, adding that it believed authorities were responsible.
    "It is likely that the disappearance of the sites is the result of political censorship and not technical problems," RSF said.
    "Preventing debate and controlling news and information circulating online will only aggravate an already very tense political climate," it said.
    Officials with the information ministry told AFP they had no information about the sudden disappearance of the blogs from Ethiopian cyber space.
    However, an AFP correspondent in Addis Ababa confirmed that blogs listed by RSF as being blocked were no longer accessible through Ethiopian internet service providers.
    Several of them, viewed by AFP in the Kenyan capital of Nairobi, contain posts attacking Ethiopian Prime Minister Meles Zenawi and criticising the alleged government shutdown as "an act of desperation."
    The RSF complaint comes as Ethiopian opposition groups abroad step up protests over alleged fraud in disputed elections last year and deadly post-poll violence they blame on the authorities.
    At least 84 people were killed -- many by police -- during two bouts of unrest that erupted in June and November during demonstrations against the results of the May elections.
    The government responded to the demonstrations by launching a crackdown on opposition figures, particularly the leadership of the Coalition for Unity and Democracy, whom it accused of trying to foment a coup d'etat.
    Currently 111 defendants are on trial on conspiracy, treason and related charges for allegedly trying to overthrow the government.

    Opposition websites and blogs go down but is it censorship or a technical glitch?

    Reporters Without Borders has called on Ethiopia’s information and culture minister to explain why several websites critical of the government have been inaccessible in the country since 17 May 2006.
    Ethiopians have also seen all publications hosted by blogspot disappear from the Internet.
    Even though the authorities have made no announcement it is likely that the disappearance of the sites is the result of political censorship and not technical problems.
    "We would like to know if your government has deliberately blocked access to online publications, a list of which we enclose, thus taking the course of filtering the Internet,” the press freedom organisation asked Hailu Berhan in a letter.
    “The Ethiopian Internet is dynamic and has seen the development of an extremely active blogging community. It is your responsibility to ensure that all opinions can be expressed online, even when some Internet-users directly criticise government action.”
    “Preventing debate and controlling news and information circulating online will only aggravate an already very tense political climate,” it said.
    “We also wish to draw to your attention the consequences of filtering a blog tool such as blogspot, which is currently inaccessible in Ethiopia. Blocking access to this service has the effect of censoring all publications which it hosts, the vast majority of which do not deal with politics or with Ethiopia.”
